Nuffic, the Netherlands organization for international cooperation in higher education, and CAPES, the Brazilian Federal Agency for Support and Evaluation of Postgraduate Education, open together a fourth Call for Proposals.
The closing date of this call for proposals is 20 March 2012.
Foundation Nuffic hereby, referring to the cooperative agreement between Nuffic and CAPES signed on the 12th of December 2008, publicly announces a call for proposals for the realization of joint research projects between Dutch higher education institutions and Brazilian higher education institutions (HEI). The call for proposals has a special focus on cooperation in the areas of Biological Sciences, Engineering, Medical Sciences (Health Sciences), Agricultural Sciences, Applied Social Sciences, Humanities and Arts without excluding other knowledge areas.
Objective
The cooperation between Nuffic and CAPES previsions scientific exchange between the Dutch and Brazilian HEI and the formation of high level human resources in both countries.
Cooperation principles
The call for proposals, the applications and the pre-selection of the projects on the Dutch side is organized and done by Nuffic.
The call for proposals, the application and the pre-selection of the projects on the Brazilian side is organized and done by CAPES.
The cooperation between Dutch and Brazilian HEI is based upon equality and reciprocity. The financing of the projects and the sending of students, researchers or professors, is also linked to this principal, with the understanding that for the Brazilian institutions the finances are covered by CAPES.
1. General conditions
1.1 All Dutch higher education institutions can send in proposals for projects, considering that they have signed the Code of Conduct.
1.2 The Dutch higher education institution should find a Brazilian cooperation partner to send in a proposal. The proposal is sent in simultaneously in Brazil and in the Netherlands: the Brazilian HEI sends the proposal to CAPES, the Dutch HEI sends the proposal to Nuffic.
1.3 The Brazilian partner can be any higher education institution (private or public) in Brazil that is evaluated by CAPES, and that offers a PhD study in the area of cooperation. CAPES aims at study programs that have achieved a score with the number of 5, 6, or 7 in the evaluation, but does not exclude programs which are listed with the minimal possible score, being a score with the number 3 or 4.
1.4 The proposal should include and foresee the sending and receiving of students. Work missions and other forms of personnel exchange are optional.
2. Selection Process
2.1 The selection of the proposals consists of 3 phases, which are: verification of document consistency, analysis of the requesting party, selection of proposals through a joint reunion of the Dutch-Brazilian decision committee.
2.1.2 The analysis of the requesting party is a requisite on the Brazilian side directed at the Brazilian higher education institution. The joint selection committee will be organized by Nuffic and CAPES. The decision of the selection committee is independent and definitive.
3. Finances
3.1 The financing of the projects on the Brazilian side is granted by CAPES. The financing of the projects on the Dutch side is the sole responsibility of the participating Dutch higher education institution.
3.2 The financing of CAPES is solely destined for the Brazilian HEI cq the Brazilian side of the project, and will be limited to a maximum of 4 years.
3.3 The Dutch partner in the project should take in account, following the general condition of equality and reciprocity, that it should foster the research at the Dutch side (exclusively) in equal terms of financing or in means of equal value out of own funds or through scholarships cq external financial structures as done by Capes (minimally equal to 10.000 BRL per year, see 3.4C).
3.4 Referring to the grants for the Brazilian side of the project, the following financial structure is offered by CAPES:
a) With a maximum of two work missions a year per project, CAPES finances for the PhD professor(s) of the Brazilian team:
- An allowance with the rate of 140 euro per day for a stay until 20 days.
- A total grant of maximum 3000 euro for periods between 21 and 30 days.
- Economic class return ticket Brazil – the Netherlands
b) With a maximum of two study missions a year per project CAPES finances scholarships for students participating in the projects to travel to the Netherlands, in the modalities PhD Sandwich (4 to 12 months) and Pos-doc program (3 to 12 months). The grants consist of:
- A monthly allowance of 1300 euro for PhD students and 2100 euro for post-doc students, exclusively paid in the months of residence on Dutch territory.
- Insurance at a one-time paid installment allowance according to the period of the months of residence
- Economic class return ticket Brazil – the Netherlands
c) For the Brazilian project team CAPES finances an annual allowance of 10.000 BRL for material and operational costs.
3.4.1 The concession of scholarships to Brazilian students is subjected to prior acceptance of the student by the Dutch coordinator of the project.
3.4.2 As a condition for receiving a scholarship, the Brazilian student should return to Brazil within 30 days after concluding the study in the Netherlands. This is a condition set by CAPES. In case of no-compliance the student will be penalized with restitution of the scholarship granted by CAPES. Besides, the Brazilian student will have to stay in Brazil for the same period of his scholarship in Netherlands.
3.5 The Brazilian higher education institution will not charge any tuition fee or utility costs for the Dutch student. In return the Dutch higher education institution should exempt the Brazilian student from paying a tuition fee by financing the tuition fee through a scholarship or financing. The scholarship may be of any origin as long as it covers the cost of tuition.
3.5 The Dutch partner should include all foreseen costs (to be exempted by the participating Dutch institution) directly connected to the course or research (utility costs, use of computer at university, etc.) for the visiting student into the proposal.
4. Application
4.1 The application for Dutch institutions is based upon an open call for proposals for cooperation with Brazil.
4.2 Nuffic as facilitator will analyze the financial compatibility of the project proposal in combination with the demands for compatibility with the Brazilian partner set by CAPES.
4.3 The application should contain the following documents:
- Complete application form
- Description of the project in English, including goals and objectives
- Financial plan, per year or per project and signed by the responsible financial authority.
- Description and contact details of the Brazilian partner
4.4 The Dutch institution is advised to enter in contact with the Brazilian institution (or with Nuffic / Neso) to discuss the demands set by CAPES for the Brazilian side of the project before sending in the application to Nuffic.
4.5 In case of conceding diplomas or certificates to Brazilian students, an official notification of on acceptance of the Dutch diploma given by the Brazilian partner is recommended.
