BRANETEC II - Call for Proposals for exchange of students between Brazil and the Netherlands in technical higher education on undergraduate level
Deadline - 20 March 2012 -
Projects approved in BRANETEC I will continue under the conditions and rules as stipulated in its referent Call texts (Portuguese and English).
Institutions with an approved BRANETEC I project may apply with another project for BRANETEC II.
Introduction on BRANETEC
This Call for Proposals foresees the implementation of projects which:
- are set up through partnerships of Dutch and Brazilian higher education institutions that offer undergraduate courses in technical higher education (including engineering and informatics);
- foment the exchange of students vice versa;
- stimulate the approximation of the curricular structures, including the recognition of study credits obtained at the partner university.
The term ´higher education institutions´ includes all types of institutions; universities, universities of applied sciences, schools & faculties, private or public, that offer recognized undergraduate programs. In the rest of this text higher education institutions are referred to as institution(s).
1. Objectives of BRANETEC
BRANETEC has as its objectives to stimulate institutional cooperation between the Netherlands and Brazil in undergraduate higher education in the following areas:
- Engineering and other technological
- areas;
- Exact and Earth Sciences (e.g.
Mathematics, Physics, Chemistry);
- Health and Biomedical Sciences
(Biochemistry, systems biology,
neurosciences, etc);
- Computing and Information
- Technology;
- Aerospace;
- Pharmaceuticals;
- Sustainable Agricultural Production;
- Green Chemistry;
- Oil, Gas and Coal;
- Energy;
- Minerals;
- Biotechnology;
- Nanotechnology and New Materials;
- Climate Change;
- Biodiversity;
- Marine Sciences;
- Productive Inclusion and Social Technologies;
- Housing and Sanitation.
Furthermore it has as its objective to stimulate and foment the exchange of students to obtain an academic experience and/or practical experience in one of the two countries in the mentioned areas, and to enlarge the knowledge of the receiving country and its language.
2. On the execution of the Call for Proposals BRANETEC
In Brazil the responsible entity for the Call for Proposals is the Coordination for the Perfection of Higher level personnel - CAPES, Ministry of Education - MEC. The call for proposals, the application procedure and the selection of the projects on the Brazilian side is organized and done by CAPES.
In the Netherlands the responsible entity for the Call for Proposals is the Netherlands Organization for International Cooperation in Higher Education - Nuffic. The call for proposals, the application procedure and the verification of the projects on the Dutch side is organized and done by Nuffic Neso Brazil, Nuffic´s representative office in Brazil.
3. On the selection
The selection of the proposals consists of 3 phases, which are:
1. Verification of document consistency.
2. Analysis of the proposal and the Brazilian requesting party.
3. Selection of the proposals by CAPES .
3.1 Exact reciprocity in financing and in student exchange is not a requisite.
3.2 The decision of the selection committee is independent and definitive.
4. Provisioned starting period of implementation
BRANETEC foresees to select projects of institutional partnerships as described above with 2012 as starting year of their activities.
5. Requisites of the proposal
The proposal must be of similar content in each country, having a plan of joint actions and a program explaining the educational activities and purposes. Every institution of higher education can only propose one project proposal per year and the proposal must attend to the following requisites:
- The proposals must have an innovative character and must demonstrate the development in its area in the national and international context;
- Contemplate the learning of the partner country´s language, in the case of Brazil this is Portuguese, in the case of the Netherlands this can be either (or both) English or Dutch;
- Foresee the realization of internships of practical trainings, if possible (thus companies may be included into the cooperation);
- To be involved at least one institute of higher education in each country, not to exclude partnerships in association;
- Appoint one coordinator in each country for the project;
- Present a time schedule for the provisioned cooperation of two years, possibly to be extended with one more year after presenting consistent activity reports and a justification of the prolongation;
- Observe the impossibility to indicate a student for a grant within the cooperation that has already been financed in the past by CAPES on the undergraduate level.
6. Financing by CAPES
6.1. Brazilian students
For the Brazilian undergraduate students, for whom their period in the Netherlands must be minimally one semester and maximally 2 semesters, CAPES finances the following:
- Health insurance and installment help paid once in Brazil
- Grant of 870 Euro per month per student
- Economy class ticket v.v. Brazil - the Netherlands
- Tuition fees based on per proposal evaluation
The number of grants per project will be determined by CAPES after approval of the proposal.
The Brazilian student should return to Brazil after conclusion of the exchange, in other words the grant is given for the period of study /practice (one or two semesters).
6.2 Brazilian coordination team
For the Brazilian coordination team CAPES finances a work mission once a year with a minimal stay of 10 days and a maximal stay of 30 days. The financing is as follows:
-The work mission can consist of two participants including the coordinator
- Health insurance and day money (determined by CAPES) for the period of stay paid in one time in Brazil
- Economy return tickets Brazil - the Netherlands
- Furthermore the Brazilian team will receive an annual funding of 10.000 BRL for the material execution of the project
-The Brazilian coordinator(s) can propose seminars, work meetings or forums and ask for extra financing for such.
7. Financing in the Netherlands
There is no centralized financing available. The Dutch partner institution should be aware that the project on the Dutch side is of the financial responsibility of the institution.
The sending of Brazilian students is financed by CAPES, including an amount of tuition fees depending on the proposal and the investment proposed by the Dutch institution.
In the investment plan the Dutch institution should propose the amount of Brazilian students for which the cost of tuition fees will be exempted and for how many Brazilian students the tuition fee should be covered by Capes.
CAPES will determine, based on the investment plan, the total amount to be paid to the Dutch institution. Proposals meeting the overall requisites and with a high investment by the Dutch institution will get priority by Capes.
In case of sending Dutch students to Brazil the financing for stay and travel by the Dutch partner does not necessarily have to match the financing of CAPES or the Brazilian partner institution. The above mentioned paragraph on the financing by CAPES is merely informative.
8. Obligatory content of the proposal (see also application form)
The proposal on the Dutch side should contain the following:
- Name and contact details of the Dutch institution and the responsible faculty / department
- Name and contact details of the Dutch coordinator / contact person
- A clear description of the cooperation area (some knowledge areas have different titles and connotations per country / language)
-A short description of the project (per year for 2 years), including: the objectives of the project / cooperation, the foreseen number of Brazilian students to receive (to be determined with the Brazilian partner).
- An investment plan that describes which costs are made by the Dutch institution by receiving the Brazilian student, on personnel, financial and academic level.
-Joint document on the exchange course that contains the didactic structure and the comparative curriculum of the courses at the Dutch and Brazilian side, the system of crediting and evaluation, description of the conclusion of the exchange course (diploma, certificate etcetera)
- A chronogram of activities (as far as known) on the exchange course, language training and if possible internships + proposed joint activities with the Brazilian partner (seminars, visits etcetera)
- Description of the language training (English or Dutch) should be included in the activity plan
- A copy of the cooperative document signed by the authorities of the Dutch and Brazilian institutions that declares, guidance and care taking of the students involved in exchange, the exemption of fees, the automatic recognition of the credits to be obtained during the exchange, the mechanism to be used as to compare the curricula, and the possibility of language training.
8.1 Non-obligatory / circumstantial content of the proposal
- In case of internships or practice, the duration and proposed area of placement should be included in the joint document.
- In case of sending Dutch students to Brazil, the number of Dutch students to send
- In case of visits to Brazil or events in Brazil organized by the Dutch partner, this information should be included in the activity plan and in the financial plan
- Curriculum of the Dutch coordinator
